With online technologies at the <a href=\"http:\/\/www.theatlantic.com\/education\/archive\/2014\/12\/what-happens-when-kids-dont-have-internet-at-home\/383680\/\">core<\/a> of most elementary and higher education efforts today, school children <a href=\"http:\/\/www.nytimes.com\/2016\/02\/23\/technology\/fcc-internet-access-school.html\">without home broadband access<\/a> struggle to keep up with homework and maintaining good grades thus leading to highly unequal learning environments. <a href=\"http:\/\/www.joanganzcooneycenter.org\/wp-content\/uploads\/2016\/01\/jgcc_opportunityforall.pdf\">Research<\/a> by the Joan Ganz Cooney Center and Rutgers University identifies loss of educational opportunities for children from low-income children in two ways: an access gap and a participation gap.<\/p>\n<p><img loading=\"lazy\" class=\"wp-image-204 alignleft\" src=\"https:\/\/projects.itforchange.net\/decoding_digital_rights\/wp-content\/uploads\/2016\/05\/noun_166325_cc-300x300.png\" alt=\"noun_166325_cc\" width=\"193\" height=\"193\" srcset=\"https:\/\/projects.itforchange.net\/decoding_digital_rights\/wp-content\/uploads\/2016\/05\/noun_166325_cc-300x300.png 300w, https:\/\/projects.itforchange.net\/decoding_digital_rights\/wp-content\/uploads\/2016\/05\/noun_166325_cc-150x150.png 150w, https:\/\/projects.itforchange.net\/decoding_digital_rights\/wp-content\/uploads\/2016\/05\/noun_166325_cc.png 700w\" sizes=\"(max-width: 193px) 100vw, 193px\" \/>Job seekers <a href=\"http:\/\/www.nytimes.com\/2016\/05\/23\/technology\/unemployed-detroit-residents-are-trapped-by-a-digital-divide.html\">without access<\/a> to broadband services are at a <a href=\"http:\/\/www.pewresearch.org\/fact-tank\/2015\/12\/28\/lack-of-broadband-can-be-a-key-obstacle-especially-for-job-seekers\/\">distinct disadvantage<\/a> in finding and being considered for promising career opportunities, given that a majority of recruitment has moved <a href=\"http:\/\/www.theguardian.com\/society\/2015\/apr\/09\/unconnected-and-out-of-work-the-vicious-circle-of-having-no-internet\">exclusively online<\/a>. Significant savings from online only deals, online stores and time saved through doing transactions and finding services online (banking, taxes, bill payments, applying for schools and colleges) are also options that people without Internet access don\u2019t have. According to a 2011 study done by the <a href=\"http:\/\/internetinnovation.org\/library\/special-reports\/access-to-broadband-internet-top-ten-areas-of-saving-2011\/\">Internet Innovation Alliance<\/a>, an average household in the US stood to gain USD 8000 in savings annually simply by leveraging the benefits of a home broadband connection.<br \/>\n<img loading=\"lazy\" class=\"wp-image-205 alignright\" src=\"https:\/\/projects.itforchange.net\/decoding_digital_rights\/wp-content\/uploads\/2016\/05\/noun_658_cc-300x300.png\" alt=\"noun_658_cc\" width=\"209\" height=\"209\" srcset=\"https:\/\/projects.itforchange.net\/decoding_digital_rights\/wp-content\/uploads\/2016\/05\/noun_658_cc-300x300.png 300w, https:\/\/projects.itforchange.net\/decoding_digital_rights\/wp-content\/uploads\/2016\/05\/noun_658_cc-150x150.png 150w, https:\/\/projects.itforchange.net\/decoding_digital_rights\/wp-content\/uploads\/2016\/05\/noun_658_cc.png 700w\" sizes=\"(max-width: 209px) 100vw, 209px\" \/>There are other unseen facets to being under connected or unconnected that further compound this problem. Given the patterns of access inequity, the <a href=\"http:\/\/www.hsph.harvard.edu\/news\/features\/unhealthy-digital-divide\/\">browsing habits or technical literacy<\/a> of low income Internet users are rarely if ever taken into account into design making digital technologies even more inaccesible. In <a href=\"http:\/\/jncimono.oxfordjournals.org\/content\/2013\/47\/199.abstract?sid=4c77b430-010c-45e5-8287-63edb0253ce4\">Click to Connect<\/a>, a study conducted by the Harvard School of Public Health, it was found that purposive searching for health based information was low among the urban poor given that they faced significant challenges to usability, navigation and accessing information above their literacy levels.<\/p>\n<p>Policy, design and technology initiatives by states, corporations, multi-lateral organizations and non-profits are attempting to address this inequity and come up with solutions that can provide access to the Internet to the unconnected populations of the world whether they are in sub-Saharan Africa or inner city Detroit.
